Warnings 2 and 1 are issued in several city’s and places. Citizens in low lying areas and near mountains are advised to take all necessary precautions against possible flash floods and landslides. Helen forces classes and schools In Ilocos to shut down. Around 100 000 students didn’t visit school yesterday because of tropical storm Helen.

    Helen brings flooding in Manila. 20 000 people are affected by Helen and 2 died. Helen now moves towards Taiwan.
